Hi, I have seen a very nice Scott's pine seedling between a path and road barrier. It is in a place where it will not be allowed to grow and undoubtedly get cut down by authorities. I am in the uk. Is it legal for me to collect the seedling? Thank you in advance.

I think in the uk it is never permitted to collect plants on other persons property.

Question is whether you should be concerned about a small seedling.
