not necessarily, i mean yes and no, i repot my chinese elms in spring, i haven't done it with any of my shrubs and herbs before i crossed the art of bonsai and still did not know you could repot in autumn for chinese elms. but saying to repot in spring is not exactly wrong advise, but i do get your point
School teaches you to copy other people's advise, but use it incorrectly, and when that's pointed out, that you're using it incorrectly, to deny? Interesting.
Well, school teaches you to support other peoples advise if you want to support it but you can call it copying. I dont know how one can use information incorrectly. For this scenario, you can repot in spring or autumn (now i know) so in this case neither is wrong. And yes, in history they do teach you to deny some things-interesting...
I dont know how one can use information incorrectly.
This can happen when the information you have in theory is correct, but you apply it incorrectly - which you do a lot due to lack of experience.

For indoor trees the scenario can be different - but also in this case the reason is different. There's reason to assume the soil should be replaced asap - considering the build up of lime and the soil not seeming to be in good condition, and the tree not doing well. That's why it was recommended to repot the tree now and not wait till spring.
Second bit, i've learnt something again thank you, so, if my inference is correct from the information you gave out just now, repotting only occurs in autumn for emergencies sake. Please correct if wrong so i know for future reference.

I plan to repot tomorrow or monday eve the latest (working a lot recently), does this soil mix sound OK?
You could use the cat litter, it is not akadama but a moler clay, i am using it for my cuttings and it is doing very well with them. Although, i have found that when wet the tescos cat litter gives off a slight perfume but this wears off after about five watering, although it says low dust there still is a fair bit of dust so seiving it might be a good idea. Just some info on the cat litter.also perlite does tend to float when watering.
