I have learned that that the fan or hand shaped branch can form the desired, or general shape of a pad, but i was just wondering how do you generally get the desired ramification to make this possible from a pine tree- i know some pruning methods to promote back-budding, but i was interested on what others might have to say on the topic

That would be decandling the first flush, get more buds and thus more ramification.
But do Google it, there are good articles about it, that are more extensive and in depth than what I can write here.
