One of my early books said the roots and leaves have to be in balance. Cutting roots back will starve leaves so you should reduce leaves, too, etc.

as far as I know, there is no need.

That being said.. If I do a maple repot in mid-summer, I do tend to prune the tree a few days beforehand. And I might pulll out a few leaves too and place it out of the sun for a bit. So mid-summer repots I am slightly more carefull then a winter no-leaf repot.
