Over couple of months my chinese elm doesn't show much growth, and some of the leaves are turning kind off yellow (with green veins?), also some of the leaves have small white/black spots.
Is this chlorosis? and mayby some fungus?

(The last picture is of a fragment of root that sticked out of pot's draining hole)

I think it looks like Chlorosis. This is cause by the following:
  • Poor nutrition,
  • overwatering,
  • some insects,
  • some pesticides
Good pictures by the way. Could you post one of the soil? and answer the questions below?
My questions to you are how long have you had the C. Elm? Have you fertilized in that time? If it has been over 1yr have you repotted?

I've had this elm for about 6 months. I wanted to repot immeditaly becouse the soil is pretty compact, feels like it retains too much water but read (and was told on this forum) that it should be repotted in early spring. I fertilized it only once during winter. I never fertilized it before, and before winter it was growing new shoots nicely. It slowed when winter begun but i think it's normal.
I wanted to repot tommorrow. Should i first fertilize it? I have bio gold original fertilizer and "bonsai conditioner" which is supposed to be used after repotting I attached it's picture. Also i attached soil pictures. Thanks again for helping:)

The soil looks very dry and rich in calcum/salt deposits. I would consider a light sustrate change & repot.

The soil looks very dry and rich in calcum/salt deposits. I would consider a light sustrate change & repot.

What rich calcium/salt deposites indicate? Is it becouse of hard water? I'm using tap water but i always wait about 48 hrs before using it.
So i should first repot then fertilize?

Yes indeed.

I'm using tap water but i always wait about 48 hrs before using it.


That will not remove calcium or salts.

So i should first repot then fertilize?


Doesn't seem to make sense to fertilize and repot afterwards.

I meant fetilize and wait few weeks for the tree to be more healthy and then repot.
But alright thanks, I will repot.

So I shouldn't use tap water? Only option is rain water?
Also when repotting, if I am using different soil should I clean clean roots of soil entirely or leave some soil around roots?

Filtered tap water, bottle water, or rain water would be best.
I would repot now. Take the elm out of the pot and hose off all the soil (leaving the roots alone as to not trimming them) put some new soil back in the old pot, followed by the elm, and then new soil. (using chopsticks or something like it) work the soil in and around all the roots. Last, water the elm to help the soil settle.
