I am new to bonsai, and the one topic I haven't quite understood is: what is the best fertilizer for my bonsai and how should I apply?

You may want to remove the dead moss, put this juniper in the ground, let it grow for a couple of years and make a bonsai out of it first.

It's not dead moss it's actually local deer moss

Also it at times can be a little hazardous for it, squirrels and birds find it interesting and there tends to be unexpected harsh freezes even now in Florida, the soil in my yard is sandy but it gets really packed... grasshoppers enjoy the leaves of it too

Do keep it outside though. Just use any fertilizer you want, and apply as per instructions on the package.
Juniperus in my garden deal with -10 without any worry. They should be able to deal with a lot colder too.
I doubt birds or squirrels will eat this.

I've seen birds perch on it and squirrels dig at the roots, but I have been keeping in on my screened in porch where there is full sun
