Has my Carmona died?

I've just come back from a two week holiday, and totally forgot about arranging care for my Carmona... I've had it six months, and for the most part, no issues at all. Of course, now it's dehydrated and perhaps even dead? Was told to scrape into the bark to check if there's green within; doesn't look great to me. Another thing: there is white on the trunk and on some of the soil, seems to be a pest or disease. Would like some thoughts and next steps if it is saveable. Cheers.
