Same place as where you would purchase tools for someone more advanced.

amazon might be your best bet, but i wouldnt rush out and buy every tool you see though, the only bonsai tool i bought was a concave cutter, i found things i already have work just as good for now.

Not sure where you live, but like Auk said, I would recommend getting good quality tools from the start.
I live in Australia and I've just bought my second lot of Stainless steel tools from Bonsai Warehouse - www.bonsaiwarehouse.com.au while they have a 2 for 1 deal on Bonsai tools :)
Was really happy with the product and they do free delivery. My Club members are topping up too! Hope that helps!

I am not sure it makes sence to purshase good quality tools for a beginner with just one tree.

The best right now is just let the tree grow freely for a year or so. In the meantime I am sure you will find a good sourse for tools. In my opinion, garden secateurs, sharp scissors and a side cutter for electricians works good for a beginner. The only bonsai specialized tool I would recomend to get is a good branch cutter. But as said, it is more than a year before you need it.

Even more important: your pine needs to be outside always, inside it will die
