"It used to be outside" so it's inside now? If so it needs to be outside trees don't migrate inside when temperature are unpleasant for us
That wire: how long is it in the tree? It is biting in so it needs to be unwired
The tree doesn't look too bad yet, keep it outside in full sun, don't move it around, water when needed ( that means checking your tree twice a day in hot weather)

Keep it outside bro. Make sure the medium can ventilate/dry before every watering.

It’s been outside it’s whole life what I was referring to was I was living in a different area where it was much cooler, my current location is hot all the time so that’s why I thought it was because of the climate change. The wire isn’t bitting in to the tree that was one of the things I made sure of

Pretty hot is a relative term. My brother considers 80F/25C pretty hot in Colorado. In Alabama we consider that room temperature. Most trees can't read thermometers so they just grow in the sunlight. They care far more about water than sunlight.

i get temps as high as 115*F/46*C in the summer where im located, all my junipers well actually all my conifers stay in full sun and do just fine. one some days i water 3 times a day but usually around twice a day throughout summer. i never water to a schedule but only when top surface becomes dry and never let my trees dry out completely. your juniper will love the sun.

Hi

It looks to me like it's just making branches, The foliage dies back then you end up with a hard branch, Same as the trunk doesn't have foliage, If it were mine I wouldn't be worried as mine do that!

My 2 pence:

Tree looks healthy to my eyes, new growth and vibrant green.

If you've recently moved from a 'cool' location to 'warm' location you're tree might need to adapt to the new light / humidity levels. But more likely, you'll need to adjust your watering schedule. I've seen wild Juniper in 50dC temperature and high wind locations, they're incredibly hardy.
