What are to pros and cons of stripping back Juniper bark to expose the under layer?

If you want to show the deadwood because it is already...dead, absolutely no problems.
If you are talking about jin and shari, stripping live parts of a branch or the trunk to show the wood underneath, care must be taken not to kill a live vein that is transporting sugars and minerals up and down the foliage.
So the best answer is...
It DEPENDS!

On a flaky juniper (juniperus squamata) you can strip the old, dead - flaky - bark to reveal the more beautiful red bark beneath. Next you can use vegetable oil to make it look even better.

This is done on old trees that do have a flaky bark, the plant on your avatar does not look ready for it

Can also help detect bores eating the tree from the inside out.

Maybe not. This is not about creating deadwood, but about stripping the old bark to reveal fresh bark under it.

Yes I was referring to Removing the flaky bark / cleaning the live vein for the health of the tree.

Maybe I did not explain very well.

5 minutes in on this video is a much better explanation that I can give. Apologies if I have misunderstood and the initial post was not about this. :)
