Hi, I'm new to Bonsai and wanted to know if it's possible to use cutting to make a bonsai out of a Malpighia emarginata. Also, will I need the Bonsai soil and what is the difference between it and common soil.

Can you grow Malphigia from a cutting: yes

However, yiou're new to bonsai. You don't know what steps to take to make it a bonsai in the future.
It is a tropical plant - so I 'm guessing you think you can grow it indoors. Growing trees indoors is very difficult, let alone trying to grow a bonsai indoors, from a cuttiing.

So, realistically speaking: No, you can't.

If you want to get into bonsai, search for a local species that's suitable for bonsai and that grows outdoors.

I would add to what Auk says, agreeing completely, but also join a local club, or at least go make friends and see what species work locally, and what solid mix others there use.

And, possibly, find someone to water when you are going somewhere.

I live in Panama and have one (normal size one) in my backyard, that's why I want to try to make a bonsai with it. So I can grow it outside, sorry I should have say that before.

Now I know it will be harder, but it is possible?

That does make a difference. Theoretically, yes, it's possble.
