Should I be clipping the smaller, stringier roots off of this pomegranate?

I would like to see the rest of the plant before commenting.

The tree depends more on the stringier roots, so don't clip away all of them, but I also would like to see the rest of the tree.

The roots that are out if the pot need to be removed, however you need to look at them when re potting to correct the root flare. The exposed thin roots are doing nothing for the tree or the design.
Depending on what country you are in re potting is done in spring.

Right, has it lost some leaves? It looks to have some bare or dead branches.
