It is important to not make a statement that it is not a problem to cut a lot off. Yes, in some cases it is not a problem. I have done so too. However, removing all growing tips from junipers can kill them.
Who said cutting everything off, or cutting off all growing tips, did I miss something?

I think you just made your first step - you've learned the difference
Bonsai is the art of creating a miniaturized version of real trees.
The problem with your plant is that it is not created to look like a real tree - it is shaped to look like a bonsai.
Yes, it can be improved and it can become a bonsai - but indeed that will not be overnight. Most important is to keep it alive and make it grow. You can't shape a tree that isn't healthy and doesn't grow. The trunk is to thin to make a real good tree out of it, but I would consider this your first practice material and not worry too much about it. Cascade style would probably be best, the foliage will need thinning out . But take it easy and start studying.
Google "Juniper cascade" for images - you'll find good and not so good examples. Read the care guidelines for junipers on this website.
Do take your time.
