I noticed on several posts on Instagram that bonsai will have small plastic balls on the top of the soil. What are those? And what are they used for?

They hold organic fertilizer like Biogold.

Bonsai do not have small plastic balls on top of the soil.

Could be osmocote (not made of plastic)
