I dont really like Junipers but the local nursery (central Mexico) had theses junipers for 6 dollars and i am looking for more things to do. Does anyone have any idea why these little individuals have adult foliage? 99% of junipers i have seen at nurseries for sale for "bonsai" have the pokey foliage that can be seen in the under brush of these junipers. Why are these different?

different species. The stuff in bonsai rip-off trade is procumbens which rarely created the small scales, and stays needle/juvenile.
