Where should I start?

Can I get cuttings from this?

Should I repot?

check the tree species identification page. This species is there.
Sure you could repot and take cuttings. Question is, why would you want to?

Ficus retusa, makes new roots just in the glass of water. Should you repot? It depends on many factors, investigate if its necessary.

It's kind of a rule in bonsai, start working from base to up. If it was my tree, i would let it grow for a while. If you're in hurry to see it "ready", just prune it to the shape.
