Could be many reasons, but let's guess:
- Organic soil too wet?
- You forgot to water for more than 3 consecutive days?
- Too little sunlight?
- Any heating system turned on near the tree?

I have a sun lamp, it migt be that in winter the soil got too dry a few times as the soil dryed fast i have floor heating and 23C where the plant is. Is it going to recover? Also should i use weekly fertilizer? I usualy water it when the soil gets dry i have a wooden stick in soil. Also i put fresh soil on top maybe the old soil was dryed too much and is not good anymore? I changed it last year actualy the soil under the black is gray and kinda sand looking

do not fertilize a unhealthy tree. ideally any tree should be outside.

I fertilized it yesterday and the top last leaves went week and started dieing, should i bring it outside even if its 10C at night? I heard the chinese pepper tree dies at 10C and is used to warm. Is the fertilizer too strong?

Personally I do not know much about Chinese pepper but for what I know is that every tree, no matter the species, enjoys some airflow. I have a sub-tropical tree species as well (Podocarpus Macrophyllus) but even in the winter when I have -20 degree Celsius at night I make sure to open the window for a little while to give the tree some fresh air. If you happen to live in a house it might be worth trying to settle a special place outside for your tree if possible

A good start would be taking this tree outside and get him some air circulation. Another good thing would be let him alone, once it is outside. Stop the fertilizing regime. Usually trees are by far, killed by overdoing than for neglecting them. I believe this might be the case here. Don´t fiddle with your plants/trees. Just water it properly (according to its needs and not to a tight schedule), take it outside and hope for the best. Also, 10ºC at night wouldn´t hurt too much.

There might still be hope for him.
