Would their be any problems if i place my chinese elm outside outside this time at the year?

It has been inside the whole sunmer, but i think it has stopped its growth. For your information we have temperatures about 25 celsius at day and about 12 at night in my country.

Yes, put it outside.
Just make sure you slowly let it get used to the higher light intensity outside.
