Is this actually a Bonsai?

Hello! I am currently living in Mexico (for reference). My wife brought home a plant in pretty bad condition and was told it was a Bonsai but I haven't been able to identify it. I want to know if it is so that I can start reading more specific care instructions and give it the life it deserves. If it is indeed a Bonsai, I will be reading these forums a lot.
It is probably about 30 cm high and has little white flowers (and some white pests that I need to get rid of).
Any help will be greatly appreciated and understand I know the plant is not in good shape and has issues right now--that's why I'm here

Hello and welcome.
I do not know this plant but it is definitely not a bonsai. But I think you have a wrong understanding of bonsai: it is not a species but a way of keeping trees small ( bonsai means tree in pot) . Does your plant look like a mature tree?it doesn't so it's not a bonsai.Treat it as you would every other plant. Hope i didn't disappoint you, but if you are interested in bonsai, this website and forum is a very good start.
