I am buying pre-Bonsai stock and want to know if I should wait until spring to make Bonsai or is now a good time to do it?

You don't "turn a tree into bonsai", it is a process that takes many many years ( decades) and involves numerous techniques on specific moments in the year.
So there is no answer to your question.

In addition to what lucR is already saying, there are a large number of variables even within each one of those techniques, as their timing depends a lot on the species and on your local climate.
And we don't even know where you're located...

I just wanted to know is there a better time of year to move the tree from the plastic pot to a shallow ceramic pot. I have read many different opinions. I am in America right outside of Washington D.C.
I am new to Bonsai.

Hi and Welcome,

Well.. repotting is an action that is done for a reason. Most people new to bonsai start off with putting trees into bonsai pots. People more experiences move plants to bonsai pots last.

The reason: To develop a bonsai, you need top health. Initially when still setting the main branches, you will need the roots.

Maybe you can share a picture or two, and first discuss the route forward?

Thank you! I am overwhelmed by all of the differing opinions/techniques out there to achieve the same goal. When I have time I will post photos of my plants I am working with.
