My Japanese juniper seems to be struggling...it's my first time with it in the winter...its been minus 20 and colder lately...should I bring it inside and set up a UV light? Move it to a less exposed location outdoors?

How can you tell it is struggeling?

Never bring a dormant tree indoors.

If you can protect it from wind it will help it from drying out. Cover in snow is really good. Under the snow it is not cold and the tree get a drink as soon as it melts.
