All health issues on trees is due to care and environment. Instead of trying to find out what exactly is the symptom it is better to focus on what is wrong in care and environment and correct that.
In your case you are trying to grow your tree in a winowsill shaded by some kind of fabric on top of a radiator. And it is still winter! You should definitely find a spot colder and more humid with more light.
Tbh, nobody here knows how to keep a carmona alive in temperate regions. But at least correcting position as mentioned will not hurt. Maybe only prolong the unavoidable end thou.

Thanks I keep it on the windows ledge because im told thats where it should be. Im surprised nobody knows what the brown fluff is. I have a full spectrum light and spray it every day and water it only when the top soil is dry and its always been within the temperature range.
Im told these speicies are a bit of a scam because they are so hard to care for
Thanks

I have one that has been doing good for 8 months now. If it is still healthy come authum, I will make an article and a video about it. For now, there are not enough experience yet to reveal anything. Wish me luck.
Hint, it is not in livingroom conditions.
