Hi should i chop the top off to try and bush it out.  Or wire the branches to come down its 16 inches and it is a Coast Redwood tree. any advice is welcome.

No and no. This little plant needs a few years growing before styling is advisable. It is far too flimsy to be wired easily and effectively.

Yeah, I don't think you should cut anything at this point either, it needs to grow a lot so it can thicken it's trunk, and this species will bud very well when you need the branches, so you don't have to worry much about wiring/positioning branches right now.

You must focus in a good nebari, if possible, and a thick trunk (edit: and the most important keeping it alive, hahah), you'll probably have to give it a bigger pot in the future....
