What should be done to this sprout coming up at the base of my privet? Should it be removed entirely or what? It has now grown to about the height of the current apex, and I'm not sure how to properly utilize it (if at all)

What do you have in mind as future image of the plant?

If the tree were mine, I would use it as a sacrifice branch and allow it to beef up the base of the trunk.

Well, I hadn't planned on it having a double trunk if that's what you mean. I guess I'm asking what all could be done with it. What are my options?

Sacrifice branch sounds like a good idea, I'm just wondering if there's any other uses for the branch. If I were to use it as a sacrifice, how would I know when to get rid of it? Just whenever the trunk had thickened to my liking?

Also, what should I do with this branch that comes straight up and then forks? Sacrifice as well? Any other options? It doesn't seem to me like it would work well as a foliage pad based on where it comes off of the trunk.

As it is on the inside of the bend it should be removed. The sacrifice branch will help to thicken the trunk and when it is as you want it then cut it off. It is a rather poor looking tree and probably could do with re potting and fertiliser at the appoprriate time.
