place an ad in a local newspaper to attract people to your club or even participate in events such as plant festivals

I guess the OP is in the UK. Berks County is short for berkshire, which is just east of London, UK.

No it’s in the United States. PA is the abbreviation for Pennsylvania.

I have made purchases from superflybonsai.com which is in Pennsylvania.

Sorry for the confusion. Trying to start club in Berks County, Pennsylvania, USA. We are located about 1 hour's drive from Philadelphia, Pennsylvania.
