And sooty mold, possibly some sort of fungus and maybe spider mites...

Looks normal to me. Chinese elms get these orange bumbs in the bark.

Is the plant showing any signs of disease?

No, otherwise looks fine. It’s not the best photo but the white insect in the centre is what I’m not sure on, there are around 50 of them moving up and down the branches and into the soil

Ooohw that. It is a springtail I would guess. Sign of fairly wet soil with lots of organics. Not usually something to worry about.
