if this tree was indoors for a long period of time thats whats most likely causing it to decline.trees belong outside unless they require winter protection. Ultimately maples need winter dormancy and you need cold weather to achieve that. with that being said your maple should be outside 24/7 and protected from intense midday sun. do you have a photo?

This species do not belong inside and will as you have found out not live, not enough light air probably water all this has caused the problem. Outside all the time or you will lose it. Does not matter where you are in the world, in some parts they might need winter protection but only if below -15C

There is a lot of discussion about led grow lights. A tree outside gets a certain length of light every day, with a frequency spectrum that changes all day. The length of the day changes. The tree reacts to temperatures, day light length, and spectra to start growing in the spring, stop growing, drop leaves, etc. It is possible to duplicate that indoors, I guess, but pretty hard.
Grow lights are expensive but sunlight is free.
