This Is my japanese wisteria bonsai I planted from seed I dont know when to start pruning and wiring and when to prune the roots will someone please help?

Not really much to prune, it only has 4leaves on it, and no side shoots. As for this species you count the leaf notes diffrently compaired to other deciduous tree's.

Also this tree needs to be outside, as it goes/needs winter dormancy.

You can already wire it, but that depends on the style you want for this tree. If you want a small or big trunk.
Also remember it won't flower in the first 10years, or even longer.

To be correct, that is not a wisteria bonsai, but a wisteria sapling. If all the techniques to turn a tree into a bonsai are applied correctly this can become one in lets say 10 to 15 years.
But horticulture first, and that means outside with it, where it belongs. Just let it grow for the first 5 years or so, repot when necessary.
