I just purchased a new chojubia bonsai tree and it’s end of April and I live in Augusta ga. I wanted to know when is the best time to repot this tree. Thank you

Is it root bound?
Then don't repot.
Is it unhealthy/dying?
Then don't repot.
Do you suspect root fungus? No?
Then don't repot it.

If it ain't broken, don't fix it.

Nice purchase! It is too late to repot this tree if that is the current picture you posted as the leaves have developed already. Next year would be a good time to repot in the beginning since you just acquired the tree and might not know when it was last repotted. Usually from Feb -April the new buds that are developing leaves will begin to swelling; repotting should be started and completed before the leaves actually open. Remove the tree from the pot and inspect the roots if is appear pot bound then proceed with root pruning, if there is plenty of space in the soil that is isn't occupied with roots then reinsert the root ball undisturbed and reevaluated the next year. The timing of root pruning is crucial as described above to ensure that you don't severely weak or kill or tree.

Dont wait until your tree show signs of stress or failing health this is unnecessary and not recommended. There are 2 main reasons to repot and these are 1. When your roots fill the space of the pot and begin to circle and become dense. 2. When the soil breaks down and start to develop fine particles
Interval for #1 depends on the type and age of the tree and other factors, #2 depends of type of soil used , watering habits, fertilizer used

I didn't mean that. Exactly the opposite.
The tree looks happy.
No need to repot now.

Not meaning to get into a back and forth but I was just commenting on the fact that you do indeed repot healthy looking trees, Otherwise I agree with everything else you said
