HI
i have bought a new Juniper last month and did some work on it ( cleaned it up and first wired )
when can i repot it ? ( when is the repotting season for Junipers )
and what kind of soil Junipers like ?

The question should be why do you think you have to re pot it not when, especially as you have apparently done a lot of other work on it. If you insist on doing it then late spring depending on if you are in the northern or southern hemisphere and what climate you have.

Well the tree is a very poor soul ( I think ), if it will be better to wait for next season I will wait.

What kind of soil Juniper like ?
BTW - I am from the Middle East
So is it early spring or late spring ?

The soil needed is well draining. You can use any soil that is open and free draining. If the soil it is in does not drain well, then yes you could do it soon, but I don't know your climate. I would probably go for early spring if the temperatures are over about 15C and not dropping much.
