Hello! I just received the Greater Duke Jasmine I ordered over the internet. As expected, there is a this layer of gravel over dense, packed soil, possibly clay. The water just went over the edges of the pot, probably barely water the poor tree :( Anyway, my question is this: Should I replant said tree into a better soil mixture ASAP, or wait until spring?

Not familiar with that particular species - if you're uncertain about the best time to repot then try dunking the whole pot into water for 20 minutes to see what is absorbed, or carefully poke a few holes into the packed soil to let water in.
Personally I'd be inclined to take it out , carefully wash off all of the old soil and replant with decent free draining stuff, but that's just my opinion, not necessarily the right thing to do!
