There is a page on the site here with potters. Most of them are not cheap, but there is one in Dinosaur, CO, what aren't bad. There also potters in other continents but I didn't look at those.

I went through that page for potters in EU some time ago and I'm afraid it was not crazy useful to me, tbh.

If it can help, most of my recent pots have been acquired through one of these:

But I also know that deshima bonsai had pots for a few euro each a while back. Not sure whether frost-proove (But I will know after winter as I bought one to try)

Depends on what you want the pot for. If it is for a near finished tree then it commands a good quality pot, if it in training then the pot is not so crucial,
If the tree cost a lot of time and/or money then a hand made pot costing a lot of money is worth it for the tree.
