I did buy one of those generic kits off Amazon for about $65 USD. I have had to modify a couple of the tools with bending to reshape them or heavy filing or whetstoning to sharpen them and get the cutting edges aligned. It's not a great solution but it has me started. I figured I would switch out individual tools for nicer ones as I could afford to and the need arose. I have lots of mechanical / electrical tools and I use regular pliers and wire cutters instead of the bonsai kit ones, but I haven't had to remove training wire yet.

The point is you can work with the cheaper ones if you need to but the quality name brands will save time and headaches and work much better.

Agreed with earlier post, would recommend kaneshin or masakuni; but kaneshin might be easier as you can order directly from their online shop. The tools are good and reliable, not too expensive and with English description. they ship out globally.
