It has rained pretty hard for a couple of weeks. That means that the fertilizer I put on the bonsais last week has had water pouring on it a couple of hours every day. Is there any point in fertilizing in weather like this? Is there any food value left in the soil after a week?

I have pellet fertilizer on most of them and liquid on the azaleas. The liquid can't last more than a day or two. The dog always gets excited by the smell of the pellets, but he stopped noticing after three days, which makes me think there isn't any food value left.

I would fertilize more often, but on a diluted proportion.
Let's say, instead of fertilizing once every two weeks (full proportion, as recommended by the label), start fertilizing once a week with a 50% weaker solution, or once every three days with a 75% weaker solution.
When it stops raining every day, go back to your original schedule.

The advice at our club is to remove the old fertilizer pellets and give fresh fertilizer. I have recently done that.
