What is the best kind of fertilizer for a Serissa? And how often do you give it fertilizer? I read that it may be best to feed only during growing months (spring through fall) and not to give any fertilizer during winter months. Does this sound right?

Thank you

Any regular fertilizer for green plants.
If the plant is not growing, it will nog readily take up fertilizer. As such, adding salts to the soil is not a great idea, no.

as it is the end of july, and before we will know it we will be in autumn, that was good to read, now on to the next issue,, i have some junipers that i plan on putting in my unheated garage for winter.... i hear they still need water, the question is it will be cold in winter, how do you keep the nice pots from like shattering, and also not freezing the roots of the tree?

Roots are allowed to freeze. Good quality pots do not take up water and thus do not shatter. Look for vitrified.

Where are you? Some places require more and earlier care. Around here all I do is watch the weather just in case it is going to drop way below freezing. I think this year low was around 27F/-3C and I didn't have to do anything.
