Acer with clumping curly leaves

Does anyone know what is wrong with this Acer? I don't believe it's related to watering and I can't find any critters. It has new growth so I assume it's happy but it's not really grown this year. I also don't know why the leaves are curled and clumping together. Thank you in advance.

That was my first hunch as well. But it does not make sence, then it must have been like this always? How come you thought it was an issue?
