For a while now my Fukien tree has been losing all its leaves. Soon after new ones grow, they fall out shortly after. This has been ongoing for some time now. However it now seems that it has more or less stopped producing leaves altogether.

When I lightly scrape the trunk, it’s still green. Wouldn’t that indicate it’s still alive? Would repotting help at this stage or would it only stress the tree more?

Repotting would only make things worse. Culture is the main problem when losing any plant, watering, light position. Just because there is some green under the bark does not mean it is going to recover.

I have had it for about 2 years now. It was doing fine until just a few weeks ago. I already removed a top layer of soil and replaced it with a fresh layer. Furthermore I’ve given it fertilizer and have been soaking the root mass.
I must admit that I have been a little inconsistent watering it over the past few months. I moved house recently and have noticed it’s getting less direct sunlight than previously.
hopefully there is still a way to nurture it back to a healthy state

You have provided most of the answer, correct consistent watering is essential. Fertiliser when there are no leaves is pointless.

So the answer is proboably in changed conditions due to the move. Try to figure that out and try to change position and conditions to better match your old house.
