I just got a dwarf pomagranate tree in the mail came all the way from California to New jersey.when I opened the package I was surprised to see it was still alive but barely only a couple leaves hanging on for dear life.i know the tree is in shock,I also know if I repot the tree it will put it in more shock.my question is should I repot this tree to bring it back to life or should I wait until it comes back to life a little more to repot it??

considering spring is coming up I would just wait for buds to swell. Then repot IF it needs it. There is no rule you have to repot a new tree straight away.
In winter I would expect pomegranate to be bare, tbh.
