Can I repot now?

Looks like I might have a root rot going on. Juniper leaves starting to turn yellow and some turned brown. We had rain here in the desert and the juniper sat out in the rain. I figured trees are rained out in nature and the pot had pretty decent drain holes. Current soil is 50-50 soil and sand. I want to transfer to 33% akadama, 33% pumice 33% lava rock mix by early spring. But I feel the tree won’t last that long. So question is: Can I repot and root prune now? Temp here right now is between 35F in the morning to 70F afternoon and early night. Thanks all.

Please share some pictures. Roots do not die and start to rot from a few days rain.
